was born in Chillán, the January 22, 1894, son of William White and Herminia Chaparro Ruminot Orellana. Birch married Martha Saunders and they had three children.

practiced his profession in Magallanes, where he was a judge, lawyer, teacher, city councilman, mayor. In 1919 he was secretary of the Interior, Attorney lawyer and secretary of the Board of Mayors, a member of the Board of Education. In 1929 he was appointed Mayor of Magellan, resigned on July 30, 1931. Years later, he held this position since the October 29, 1953 until his death. Worked in the press with administrative matters.

was elected deputy for the province of Magallanes, period 1933-1937, his election took place on March 5, 1933 and joined the House on May 2 that year. As the first independent parliamentary and regionalist Magallanes had actually elected with 57.9% of preferences.
